Major Activities and Committees of Council

Press Council Nepal in April, 1995 decided to decentralize the authority and de mocratize of its decision making procedures.The Council formed several committees and sub-committees and defined their working areas. According to the decision, the Sub-Committees are revised time to time for defined special purpose by the Council. The Committee and sub- committees and their works are as follows:

Audit Bureau of Circulation
Section 10 of the Press Council Nepal Act 1992, makes a provision for an Audit Bureau of Circulations. His Majesty's Government, in consultation with the Council, constitutes an Audit Committee of Circulation.
1.1. Functions, Duties and Power of the Bureau
The main functions of the Committee are:
a) To determine the number of publication on the basis of circulation of newspapers and keep an up-to-date record, and
b) To classify papers on the basis of the number of their publications.

Following the regulations the Committee has been classifying the papers once in a year. It has developed standard procedures and guidelines of evaluation on the basis of which they are classified. After making the final classification, the report is submitted to the Ministry of Information and Communications for its approval.

Press Council Development Plan and Programme
Development Plan and Programme Sub-Committee was constituted to develop various development programmes of the Council. It mainly deals on the development issues of the council as well as the media situations in the country. Presently, the committee is looking after the building, newspaper preservation in CDROM, Publish books related with various aspects of journalism.

Press Cliping Service
The Council has started the process of partly recovering its operating costs by exploring the possibility of taking up income generating activities. Starting from January 1996, the Council's Secretariat is producing media clippings on daily, weekly and fortnightly for information to diverse categories of clients which include government offices, business corporations and financial institutions. Information materials from newspapers is selected and categorized according to clients' interests, photocopied and delivered them to the respective clients on the dates specified. Receiving of the clipping service is required to pay 'a service charge. This service is operated on a self-sustainable basis.

Media Development Fund Sub-Committee
The six-member Sub-Committee is headed by the Chairman of the Council and includes the President of Federation of Nepalese Journalists, representatives of Nepal Press Institute and Himalayan Bank as members. The Member-Secretary of the Council is its exofficio member and the senior administrator of the Council is its Member-Secretary. The main objective of the Fund is to provide interest subsidies to the small publishers and FM radios on Bank loans. The revolving Media Development Fund was established under the supervision of Press Council with a Fund of Rs. 15 million made available by Royal Danish Government and 15 million by His Majesty's Government of Nepal as a matching fund. Therefore the capacity of the Fund is Rs. 30 million. The Fund provides interest subsidies to the publishers as well as FM stations on the bank loans taken to purchase offset press, computers, and other equipments. The subsidy is provided from the interest earned from the core fund.

Publication Sub Committee
The Sub-Committee is responsible for the publication of the Council's Activities. Presently, we are publishing a quarterly bulletin and books on regular basis.

Literary Journalism Development Sub-Committee
The Sub-Committee is headed by a council member and editor of a literary journal. The committee is responsible for studying the trends of literary journalism in the country and it provides Annual Prize to the Literacy Journalists.

Journalists Welfare Sub-committee
Journalists welfare sub-committee provides a token help to the sick journalists on the recommendations of Medical Doctor who also represent in the sub-committee.
